Dr. Padam Singh is a Doctorate in Statistics from Delhi University and has received 2 months’ training on Socio-Economic Indicators at US Bureau of Economics, Washington. He is a distinguished survey statistician of international repute with rich experience in research, in particular health related research. He has steered many Operational Research studies of national relevance involving interventions. He has a thorough understanding of Indian health systems as he has undertaken several evaluation projects at national level, including studies on the accessibility and utilization of health services. He has undertaken post-survey checks of National Family Health Survey Phase-I which was the basis for quality assurance.

Dr. Singh served as a professor for a period of 5 years, and has in-depth experience in teaching Bio-statistics and Research Methodology at reputed institutes in the country. He has made original contributions in Survey Sampling, which are a part of Post Graduate-Text books. His specialization also includes National Planning and Development.

Dr Singh has held important positions such as Additional Director General of Indian Council of Medical Research (ICMR), Director of the Institute for Research in Medical Statistics, and Joint Advisor Planning Commission and Senior Professor at Pusa Institute. He has authored more than 300 research articles and reports on issues related to health, which have been published in international and national journals of repute. He has been a member of high level committees of various ministries of GoI, including the Planning Commission. He has been leader of the Indian delegation to the UN Commission on Population and Development. He represented India in many international forums. Dr Singh is also a Member in-charge Health of the National Statistical Commission, GoI.
