Director Operations,Sharan – Society for Service to Urban Poverty
Dr. Sandhya completed her Ph.D from TISS and has over 25 years of experience. In her 15 years of work experience with the management and the NGO sector, she has worked on many aspects and issues related to corporate social responsibility, addressing needs and issues which are diverse across all populations – health needs; education needs; skill development; basic infrastructure needs; agriculture inputs etc - all leading towards empowerment of the people and impacting their quality of life.
Dr. Bhalla started her career as Consultant (Psychology) in 1983. She was consultant for WHO [GPA], WHO [SEARO] & National AIDS Control Programme in 1994-96. She joined Confederation of Indian Industry as a Consultant in 1995 and was closely associated with Ministry of Health and Family Welfare in its Programme on Social Marketing of Condoms, establishment of the Indian Business Trust for HIV/AIDS, NACO and Documentation of Best Practices in Industry for NACO.
During her assignment with CII, she designed, developed, implemented and monitored a “Prevention, Care & Control Programme for STD/HIV/AIDS at the Workplace in Indian Industry”. This included Baseline research, developing Advocacy and IEC Packages, National Consultation with all stakeholders, Workplace Policy Development, Training of Trainers,  Advocacy for a workplace programme on HIV/AIDS, Standardization of workplace protocols – ISO 9002, Condom Programming, Importance of Nutrition and Monitoring & Evaluation.
Among her other activities at CII, she was Member Technical Resource Group of NACO & UNAIDS, and was involved in developing guidelines for Industry: “Population Management, A People’s Movement”; Model for STD/HIV/AIDS education; and was Trainer for Life skill education, Counselling, HIV/AIDS education, Population management, psycho – social stress and basic education & literacy etc. for Central Police Organizations- CISF, CRPF etc.
In 2003-04, Dr. Bhalla was Director – External Affairs, with Population Health Services [India], an NGO in field of women’s reproductive health care and condom social marketing She joined Sharan – Society for Service to Urban Poverty as Director Operations, in 2005. Dr. Sandhya is responsible for Programme Management, New projects development, design, implementation, M&E and reporting, Research, Networking & advocacy with donors, Documentation, IEC development and Advocacy with Ministry of Health & Donor Agencies.
She has successfully undertaken many projects for Sharan some of which are: Evaluation for the Railway Children, UK, program with Butterflies, New Delhi  and with Prayas, Samastipur, Bihar; Targeted Intervention Programs for Injecting drug Users with State AIDS Control Society of Delhi, Punjab, UP and Haryana; Oral Substitution Therapy program for IDUs with National AIDS Control Society across 6 states; Mapping for High Risk Populations in the states of Punjab & Nagaland, NACO & World Bank Global Fund round – 7.
Some of her publications are UNAIDS, Best Practices; CII Workplace programme, UNDP; Corporate Social Responsibility – a point of view, Green Business Opportunities; Population Management- A People’s Movement, CII; Workplace Protocols for Industry, CII; Workplace Outreach Programme, Malaysia; CII – HIV/AIDS at the Workplace – A Pilot study, Role of Corporate sector and health, NIHFW and Role of corporate, their experience with HIV/AIDS & condom programming, IPPF.
